Raymond J. Allard, P.E.
Principal, CEO
Ray has been a Registered Civil Engineer in Southern California for 24 years. A graduate of the University of California at Irvine, he founded Allard Engineering in 1992, a company that specializes in the Inland Empire
in the areas of residential, commercial, and public works projects. As Principal in Charge, Ray is responsible for the assurance of quality, project design, staffing, scheduling, and budgeting of projects completed by the firm. His broad range of experience includes a concentration in the design of master planned communities and transportation facilities.
As a contributing and enthusiastic member of the community, Ray has served as the President of the Fontana Area Chamber of Commerce for two years and has also served as a board member for the Fontana Rotary Club and Water Canyon Mutual Water Company. He is also an active participant of the Boys & Girls Club of Fontana. A former member of the General Plan Advisory Committee, Ray is also very involved in regional engineering and planning issues throughout the Inland Empire.
Mark Ware, P.L.S.
Survey Department Manager
Mark is a Licensed Land Surveyor with 22 years in the industry. He began his career in 1979 as a drafter, designer, and surveyor. During his first seven years for an Apple Valley engineering firm, Mark was involved in all aspects of land development and capital improvement projects throughout the High Desert. The broad range of projects within his profile include 1.5 mi. Mission Blvd., 2.5 mi. Philadelphia St., 1.0 mi. "D", Sultana, and 4th St., all within the City of Ontario. Other similar projects are 1.5 mi. Holt Blvd., City of Pomona; 2 mi. of local streets, City of Upland; 1.5 mi. of local streets, City of Chino, and 2.5 mi. Baseline Ave. in the City of Fontana. As the Survey Department Manager supervising three field crews and two technicians, Mark is responsible for all surveying and mapping phases including centerline control and alignment; monumentation preservation and corner records as required by the Subdivision Map Act; aerial vertical and horizontal control; field topography and cross sections; preparation of right-of-way acquisition deeds, legals and exhibits.
